GPA from school transcript is 15.638. What scale is this?

My daughter just graduated from high school in the US (Branford, CT). Her transcript indicates that her Cumulative GPA (Weighted) is 15.638 (mostly A's and some B's), so this is obviously not calculated on a 4.0 scale. Does anyone know this scale and how it is calculated? Also, is there a way to convert this score to the normal 4.0 GPA scale, or is the only way to enter all her grades in your calculator?

As a separate question, I know that her high school gives an extra "sign grade" (e.g. a B+ becomes an A-) for Honors courses, and two "sign grades" (a B+ becomes an A) for AP classes. Is this only a local practice or should we also do this when we calculate her GPA on the 4.0 scale?
